Council member Jack Weiss says 54 percent of Bellingham homes are rentals, and it's a business that should be regulated.
The City Council first voted to research landlord licensing in June 2008, but decided not to proceed with the program in June 2011.
Weiss says they’re starting from ground zero again.
He says he hopes the council will adopt an ordinance requiring landlords to be licensed sometime this year, so the program could be phased-in starting next year.
