The state Department of Ecology tells "The Everett Herald" that some 14,000 people have submitted comments so far on what to consider in an environmental review of long, heavy trains.
About 16 westbound trains a day would carry export coal from Montana and Wyoming through Spokane and Vancouver, Wash. to terminals near Longview and Bellingham.
Sixteen eastbound trains would be returning empty, but probably through Auburn and Yakima.
