OLYMPIA, Wash. -- In Washington’s new 1st Congressional District, Democrat Suzan Delbene is leading over Republican John Koster 54-46 percent. Delbene’s campaign spokesman Sandeep Kaushik is calling it a victory. He says the only place where John Koster got more votes than Delbene was here in Whatcom County.
