Last week former Montana Governor Brian Schweitzer said strong public opposition to coal trains would likely stall the project.
Craig Cole with SSA Marine and the Gateway Terminal says Schweitzer is knowledgeable on the issues, but is short-sighted when it comes to the scope of the project.
Cole says he is certain plans for the terminal will move forward because his group is working to develop a facility aligned with current law and state environmental standards.
He also says public opposition has no legal footing and the constitution allows companies to utilize their property to engage in legal interstate commerce.
Data and comments from the recent scoping period are currently under multi-agency review.
